Within each Area, there are a few to many developments, offering a wide range of terrain, amenities, and governance.

Area 1 is Downtown Pagosa Springs ("Old Pagosa") and Area 3 is Pagosa Lakes. These two areas are where commerce happens in the county, and where most of the people live. Most of that vast space to the north, south, east and west is San Juan National Forest, Weminuche and South San Juan Wilderness, BLM, or Southern Ute tribal lands.
